During World War II, the U.S. forces bombed many cities in Japan while they restrained air raids against some cities. Kyoto was one of them. Some people regard Kyoto as so many cultural assets that the U.S. forces hesitated to bomb the city. However, it is not true. The U.S. forces planned to drop a nuclear bomb on Kyoto. Since they decided, they had restrained the bombing. That is the reason why Kyoto was hardly bombed during the war. This article says Secretary of War Henry Stimson removed Kyoto from the target list but does not say he opposed bombing conventional arms to Kyoto.
